OT i would say either madara or obito...jiraya with the help of his frogs...and hiruzens fire jutsu were also extremely powerfull. but dont forget kakuzu! when he combined fire and wind his fire jutus were also extremly strong!

Amaterasu does count, it's the highest level of Katon. Blaze release allows control over flames, nothing about katon and raiton. Changed my mind Sasuke should be the best with the highest level of fire and complete control.
