Who is that Mask Man Tobi with the Byakugan??? Possibly Hyuga???

When fight with pein jiraiya and pa ma said byakugan. I dont remember in what way but this indeed show some sages agree byakugan user can be a feared person too. I think this story will related with konoha other black nightmare which is ‘hyuga affair‘ when uchiha is all alive and good guys.

I don't remember anything about toads mentioning the Byakugan during Pein fight...
