They're neck and neck, but Law wins, especially due to Radio Knife. Luffy charges in like normal, Law slices him in half with Radio Knife, and Luffy's upper body goes flying away from his lower body due to the momentum he built up. Luffy's short attention span causes him to lose focus, Law Shambles his lower half a mountain range away.

You don't know that the electricity, if it even is electricity(which it most likely isn't, as Trebol showed no signs of electrocution nor was he paralyzed) is what prevents you from rejoining, that could just be an illustration of the powers.

Luffy and Chinjao's Haoshoku/Busoshoku punches and one of Crocodile's attacks have also released effects that look like electricity, those bolts don't always mean "Electricity is involved."

Wiki says this about radio knife: A surgical instrument that uses a high-frequency electric arc to cut through or cut away tissue and at the same time sterilize the edges of the wound and seal cut blood vessels.

I don't know if it's the same in One Piece but I guess Oda has it based on something real.
