Shikamaru has more intelegence overall, Sasuke's intelegence is more suited for battle while Shikamaru requires time and planning before entering the battle. Sasuke's an analyst and Shikamaru's a stratigist, two different kinds of smart.

You didn't know what the plan was. Shikamaru would have used a more guerrilla style of fighting like laying several traps. He is not a fool, he's always made allowances in his plans, that's what makes him so brilliant
