Literally everyone except Lee can do that.

Sasori isn't fast at all, in fact he's pretty garbage. And she still managed to get hit by his attacks.

I like to think Shino would be the slowest too, considering how he was always shown lamenting his lack of close combat skills, always needed to keep a distance, and was always in trouble whenever the enemy got close.

Other than that, Sakura's pretty slow. Even her premature shun-shin is slow (Chunin exam vs Ino)
