If we go by no restriction I would say Hamura. He has the skill to use 8Gates, the chakra to be immune to the effects of 8Gates and the intelligence to use 8Gates better than Gai, heck he most likely invented the Gates style taijutsu

Bee took a kick straight to his unarmored's chest area from emoboy and didn't flinch at all. Third raikage strength feats come from chakra IIRC, same as fourth.

Gai also mentions that Kisame has supernatural strength or something in their first fight, so there's that as well.

He wasn't, Gai is physically the strongest but since Gates rely on the tenketsu the title has to go to Hamura

Sasuke survived a cloaked lariat which has equal force to V2 A lariat in surprise, the human body is extremely weaker when the defensive mechanism is down, so Sasuke's feat is exponential than other durability feats which the victim knew the attack was coming. Basic biology knowledge is needed for this.
