She's obviously using CES, but according to the databook she has natural strength as well. She is one of the few characters who got 5 in strength, which is the highest score.

Base Momo casually pimp kicked Naruto through the CE arena like a foot-ball. If fusion stacks the power which it should , then Momo is the strongest physically. We also saw him buffing up DBZ style , and his following back hand placed Sasuke on his ass for a long time before Boruto finished it.

Not to mention his manga self one shooting the Gokage with nothing but his bare hands one after the other and keeping up with Naruto in his Chakra Mode afterwards.
