Personally, I believe Zabuza is slightly stronger than Neji.
Neji can definitely beat him 1 v 1, I won't deny that; however, going along overall abilities, I have to give it to Zabuza.
Zabuza has Water Clone feints, Water Prison, and large scale Suiton (WD and GVJ). Also, he has Hidden Mist along with his unrivaled Silent Killing. Not only that, but he has on par CQC as Neji. He uses the giant Kubikiribocho to enhance his CQC and the sword also has the ability to heal itself.
According to the data books, Zabuza has superior Ninjutsu, Strength, Stamina, Genjutsu (capable of even countering the powerful, famous Sharingan), and Hand seals. He is tied with Intelligence, both having 3/5; however, due to Zabuza's far more experience than Neji, his intelligence and ability to analyze an opponents moves is slightly greater. He is tied with Neji in Taijutsu so no significant gap there.
Neji has his Byakugon, 64 Palms, Rotation, and Vacuum Palm (just thrusts the enemy backwards, no apparent damage.) Though powerful, I just don't believe he is as versatile as Zabuza and doesn't have anything above him except speed.
I mean Zabuza's hype backs up his abilities as well. He was a Legendary Swordsmen, noted to be in the best generation. A former Anbu, and led the Hidden Mist's Assassination Unit. He murdered over 100 Genin as a mere child even before he was in the academy. He attempted to assassinate the Mizukage Yagura who was actually controlled by Obito and still survived. He was feared throughout the whole ninja world as The Demon of the Hidden Mist. His abilities were so remarkable that he was recognized by Kabuto and Kabuto sacrificed other edos to keep Zabuza from getting sealed to keep his jutsu going.
With all that being said, I'm sorry if I let my fanboy take over me, but I just can't see Neji stronger than Zabuza even though he can beat him.
