We don't know how powerful Kong or the Gorosei are yet, we only assume that they're extremely powerful

By feats then, I would say Akainu is the strongest, considering that Garp and Sengoku are no longer in the marines

Well Kong was the Fleet admiral before Sengoku, therefore he was the fleet admiral in Gold Roger's time so I'd say he's pretty powerful.
