Sasori, 3 Tomoe Tobi doesn't have much uses.

Non mangekyo Tobi doesn't have Kamui, but he does have a few powerful jutsus he has shown; however, since this current fight hasn't revealed his full strength without the use of Kamui we don't know his full power with just 3 tomoe.

Sasori is a much better choice as he has extreamly powerful puppets, Hiruko, 3rd Kazekage, 100 puppets, and himself. On top of all the firepower, ONE hit from any of them and you're dead...unless you just happen to have encountered it before and made an antidote like Sakura and Chiyo had.
