If someone overtook Luffy, Oda lowkey might even have it rigged. Nobody wants their poster boy to get 2nd place in anything ever.

As far as I'm concerned, a Mangaka or any author for that matter, makes multiple characters so that different fans can relate to and enjoy different characters, since the main character(s) isn't always 100% going to be the fans favorite.

The list of examples can be pretty long, but Naruto is a good example of this and since we're on NB I'm sure you know how fans feel about different characters other than the main character.

Kishimoto's favorite character changes from time to time. In a 2012 Shōnen Jump interview, Masashi Kishimoto stated that Chōji Akimichi and B were currently his favourite characters in the Naruto series. Sasuke Uchiha is also one of Kishi's favorite character, because Kishi loves drawing him, this is why Sasuke has the most complex costume changes of anyone in the series. He also at one point mentioned Tenten being a favourite if his because of her design.
