Obito/Tobi:

Created akatsuki

Attacked the village [with the nine tails]

started the 4th great nation war.

Fighting the SA with the juubi [alongside madara]

Madara:

Fought against the village after he went exile.

Mastermind behind the Moon's eye plan.

Feared by everyone.

solo'd the 5 kages.

Fighting the SA with the juubi [alongside obito]

Obito. Because he has been portrayed as such in the Manga and his character has not yet taken a backseat in terms of plot. He is very relevant to the plot and is Madara's only hope for ever having the plan completed.

Its hard to tell really. Honestly I would say both if that possible.

Obito is dangerous, He is almost untouchable. The only person we know who can even put a scratch on Obito is Kakashi.(through Kamui)
On the otherhand. Madara is feared and known by all. When they hear Madara they tremble.(or atleast did before the war)

This last chapter, we saw Madara and his reaction to Hashirama's presence. So we will see who is really the main villain soon.
But I think it is going to be hard to tell untill the end of this war.

But I think most will say Obito.

Edit: Who knows, Orochimaru could turn on the rest of Konoha once Madara and Obito are defeated.

Orochimaru is still the best villain IMO.(in Naruto)

Definately Madara. The man is a legend DAMMIT! I mean, Obito is a damn villianous person as well, he started the whole war, but everyone was pissing themselves because they all thought he was Madara. Even Tsunade said it herself, that 'Tobi' (at the time) fooled everyone into the war, solely because of the name Madara, like she says, his name alone, 'madara' is power.

Obito is a villian, indeed, but I'd say Madara is more. I mean this whole eye moon plan is HIS plan, and plus where the manga is going, I honestly see Obito being defeated before Madara, so there you go.

Madara: didn't kill anyone we know, greatest powers come from burglary, has never defeated anyone on his level, bitter, defeated LOSER and Obito's BITCH

Obito: killed the Yondaime Hokage, his wife, many in the village including Iruka's parents, and Danzo's henchmen, caused the main character all of his suffering, lost all hope in humanity (Naruto being full of hope), one of the only two living Uchihas
