throughout the story i think naruto. But right now, i think Sasuke has finally got his mind straight and is done being controlled by his emotions. If you had to pick one overall though i'd pick naruto cuz he has always known what he wants to do

Sasuke is less mentally stable if that's what you're asking. I'm not sure what you mean by "mentally stronger".

Depends what form of mental strength you're referring to. In terms of intelligence, Sasuke. In terms of actual mental stability, Naruto.

Naruto, he knows his goal and has his mind set on it. Sasuke however seems to not know exactly what he's after yet.

It takes a lot to break naruto. If you take sasukes teddy bear he will swear to kill all your family and friends within a week.
