Who is faster, minato or naruto?

Minato's base speed is waaay faster than Naruto then if they both were to race in KCM Minato would make Naruto look slow as hell...

And also with A and Minato, Minato wasn't in KCM(since he couldn't) and he was caught off guard by A's charge... and A was closer to him than when he was with Naruto and Minato managed to pull off a series of movements and then go back to A before A even realized what was going on... Meanwhile, Naruto was in KCM and A was older and a tad bit farther away when Naruto dodged him... :l

anyone forget minatos crazy war arc speed feat?

he started at the same time as the kages, but did all this before they appeared:
putting a mark on the ocean, warping the juubidama away, preparing the marks for the kage barrier and even having a little talk with his son. they only appeared after he had done all this. i doubt anyones speed feat is more impressive than this and he did all this without the help of some speed boost, like raiton armor or kcm.

minato saving baby naruto was also impressive.
