Who is faster?? Gai in 7th gate or Raikage in his stage 2 mode?

I actually wonder if u compare these 2 who is faster

Gai in his 7th gate mode or Raikage when he amplifies his lightning chakra to maximum(stage 2)

A is, Tsunade was surprised Naruto with Kurama's chakra could keep up with A then even out speed A. The Gates do damage to Gai so his speed and fatigue would be declining the longer he's in that mode plus he went 7 gates against a weaken Kisame and his speed did nothing against Kisame. He had to use Afternoon Tiger which Kisame thought was a ninjutsu so it's was lack of Intel that cost Kisame that match, not Gai's speed. Unless you're saying Kisame can out speed and have better eyes than Sasuke's Sharingan when Sasuke couldn't react to A's speed while Kisame was reacting to Gai's.

Kisami didn't go toe to toe with guy, the only way he kept him away was spamming his shark jutsu.

Well if i remember correctly i dont think gai actually launched himself into kisame when he opened the 7th gate....

So to say that he responded to his 7th gates is misleading, there was no battle where Kisame was dodging or evading his attacks.
