as a skilled shinobi i will always go with kakashi. Sasuke does happen to have the kekki genki so he will always surpass kakashi in that aspect. I think that if you take away kakashi's sharingan he'd be considered a regular jonin with nothing to set him apart from the other shinobi. What can he do that sasuke cant? nada
But there are lots of things sasuke can do that he can't.
Who said kakashi and sasukes lightning elements were even? thats a stupid comment! sasuke can actually control real bolts of lightning now so i'd say kakashi isnt even in the same league as sasuke.
