Well I think Mizuki is weaker than Obito, but that's my opinion.

Anyways....overall Obito is a better villain as he had more goals and insentives than getting a scroll. Also, his overall output of misery killed half of the world's shinobi which Mizuki's did not.

• Manipulated S-Ranking Missing Nin with ease
• Made the whole world think he is Madara
• Capture 7 of the 9 Tailed Beasts
• Begin the Fourth Shinobi World War
• Awaken the Juubi
• The Two Duo (Kabuto & Obito / Obito & Madara) were/are winning the war

• He wants a scroll
• In the anime - because he was jealous of Iruka...FRIKIN IRUKA?!??!

• Lost a loved one (Rin)
• Saw the person he loved be killed by another person he loved
• Another person he loved (Minato, no homo) wasn't there for him or his other loved ones
• Lost faith in humanity
• Was brainwashed while in a traumatized state
• Only person that was ever there for him was Madara
• Wants peace so he can make everyone happy but with a debatable moral code

More like badass-He is one of the most powerful, cool, and calm characters in all of Naruto
He is basically the villain that put the major events of Naruto in play (nine tails attack, telling Sasuke the truth)

OT: Mizuki was and epic villain and he was the only true villain, along with Gatou, who had no sob story. He had no OP abilities and represented a regular common criminal in the Narutoverse.
