Madara basically wants to force the world into submission where he decides everything. He is also ready to kill everyone in his way.

hidan was a blood thirsty(litterally) maniac that didnt give a crap defied the laws of god by becoming immortal and wanted to kill everyone and everything for the fun of enjoying their pain...sounds evil as sht to me haha

If we are just going by the deffinition of evil its Orochimaru as his only goal is to help himself, and he does anything to get that. Madara and Tobi aren't really evil as they want peace; however, the way they go about obtaining it is wrong.

Hidan isn't evil as he follows his religion and Kakuzu makes a living off of Bounty hunting only because his trust of others was broken when he was rejected for failing a mission...he only trusts the value of money
