Zabuza and Muu

Zabuza has not kept his existence secretive, he is famous, one of the ninja swordsmen making his job harder since people know him and he kills in missions, but I guess real ninjas did that too in assisnation missions. He attacks through the mist, not randomly in the open I give him that.
Muu has a good invisibility technique, so that's a big point up and he is wearing bandages this may be part of a disguise or he is covering up something. But since he is a kage and his moves are probably well known.

Zabuza is more of a guy who you'd get to kill someone than a ninja, based on the criteria. He is not sneaky(he is well known) but his mist justsu is good since he is not attacking in the open and is good for escape.
Kankuro do not see how he is a ninja at all. Doesn't hide his face and he uses puppets not ninja tools or sneakiness style.
Shino's bugs are good for intel or things of the sort, but I don't think Shino fits it. He wears a hood now, but his lost his mouth covering, he needs a mask.
Sai is sneaky, but he does not wear something to conceal him(a mask, camoflauging clothes). He is a good ninja as long as he doesn't get caught.
Haku fights in the open but she has a mask concealing her idenity.
Fu doesn't wear a mask but he is part of Root, so he can be secretive.
Same thing for Torune.
