Who in Naruto is a true ninja

I was watching Game Exchange on MatPat's channel on Youtube and they did an episode on who is the best example of a ninja based on offical criteria. The criteria was they had to be sneak, not reveal themselves, kill only as last resort, not attack in the open, blend in with background(right clothing color). Go to see the episode to get more of what I'm talking about. So based on this who in Naruto fits this, I think Obito fits in the post. He is extremely sneaky, always kept the mask on until Naruto broke it, he has killed a lot but he has never done anything out in the open until the 4th Ninja War he has stayed secretive.
