I wouldn't necessarily call her weak. She was one of Jiraiya's students after all. She'd definitely be easier to defeat though

she's fully prepared.

I'm pretty sure she didn't prepare all that with a wave of her hand. She set it up in advance and was ready to fight Madara. She planned it out.
