who have the best rasengan?

if you include variatines then naruto he has the rss and th rsp and many others but if were talking jus base rasengan the answer is

1. jman and minato
2. kakashi
3. naruto and konohamaru

and here is why: minato and jman for it quickly with one hand with what looks like zero effort at all

kakashi did it with one hand but was holding is wrist so he formation is not flawless if i remeber correctly

naruto and konohamaru both need a clone and i mean common are you serious naruto still need a clone to for a rasengan wtf

i agree..even though naruto is 16,he still needs a clone and its fine for konohamaru to have a clone obviously.
