I mean the normal rasengan

-Naruto is the best by far then it is probably Jiraiya b/c they can make different types.

-If its normal then its a tie between Jiraiya, Minato and maybe Kakashi b/c they are all able to create it with one hand with ease while Naruto needs to use himself and a clone.
