I'm gonna say Minato by deafult since Shisui is all hype, no feats.
Minato was the fastest shinobi after Ay because he had FTG.
Having said that there's no way to tell who had better shunshin (although Shisui was known for it unlike Minato, by hype he could be better).

Shisui might be better. Shisui was known for the Body Flicker after Minatos death. Since him and Itachi are roughly the same age, when Minato was making a name for himself Shisui probably wasn't even born yet and was a toddler if he was.

Impossible to tell. Minato and Shisui were both known for their speed. I'd say they're on the same level.

Minato's hype emanates from Hiraishin, while Shisui's hype emanates from Shunshin. The two are different jutsu; the former is literal teleportation, while the latter is actual movement speed, albeit very fast.

We don't even have any feats for Shisui, but Minato was hyped over him by being called 'The fastest of his time'.
I think people should study Maths. FTG isn't speed. Its teleportation. Speed = time divided by distance, wheres FTG is instant, therefore, it has no speed nor time limit either. So by this, we can conclude that the jutsu doesn't use speed, because its instant teleportation.
Shunshin no jutsu has been described as technique with fast movements. Therefore, it uses speed. Shisui was known by everyone by this jutsu, wheres Minato was only known for his teleportation.
Shisui is faster in foot, thus he has better shunshin.

Now time limit means that it's infinite speed, not no speed.
You have no evidence that Shisui was faster than Minato on foot.
Minato was also clearly known for body flicker.

Minato only used body flicker, yet Obito said "you live up to your moniker." He was clearly known for both FTG and body flicker. Yellow Flash is a reference that he looks like a yellow flash when he moves insanely fast. It's a nickname related to his speed, not exclusive to FTG. Also...
