I'm gonna say Minato by deafult since Shisui is all hype, no feats.
Minato was the fastest shinobi after Ay because he had FTG.
Having said that there's no way to tell who had better shunshin (although Shisui was known for it unlike Minato, by hype he could be better).

Shisui might be better. Shisui was known for the Body Flicker after Minatos death. Since him and Itachi are roughly the same age, when Minato was making a name for himself Shisui probably wasn't even born yet and was a toddler if he was.

I think people should study Maths. FTG isn't speed. Its teleportation. Speed = time divided by distance, wheres FTG is instant, therefore, it has no speed nor time limit either. So by this, we can conclude that the jutsu doesn't use speed, because its instant teleportation.

Minato only used body flicker, yet Obito said "you live up to your moniker." He was clearly known for both FTG and body flicker. Yellow Flash is a reference that he looks like a yellow flash when he moves insanely fast. It's a nickname related to his speed, not exclusive to FTG. Also...
