Nagato was never going to use 30% of his chakra as a means of holding up Guy. He was the leader at that time and as such, his comment about Kisame having the highest chakra in the Akatsuki was most likely only compared to the other member and not the leader.

The leader only gets involved at the end and only against the strongest opponents.

he slammed Sasuke down and he saw Sasukes susunoo. But If I recall the Raikages seem to use more Melee jutsus so wouldn't
that simply use up less power?

negato did spam a ton of High lvl moves but there Had to be some trick to it. Maybe he stored his power in the machine he was using.

Besides Hashi, Madara, Nagato and Jiraiya as have been stated:

Tobirama - He can materialise water with his chakra and was possibly the greatest user of Suiton.
Hiruzen - He used so many jutsus against Oro in their fight, taking on the Senju Bros and managing to seal them with the RDS using several clones. All this in his old age shows how great his chakra reserve would have been in his prime
Kabuto - He mastered complete Sage Mode, plus he control an army of Edos (Arguably this is not his reserves but due to his genetic enhancements)

Actually the current raikage has huge chakra reserves he fights killer 1 on 1 also tsunade has that dot on her forehead that accumulates over time then there's naruto who has horrible charkra control but has tons of chakra I think you also forget abut bipolar jugo who's chakra is rediculous this s highly debatable kisame had samehada tats why his chara is so huge ther than that he's on the same fied as the rest

Kisame only get that high when he steals chakra from others not that I'm saying he doesn't have a huge amount he also has to merge with samehada for that 4th raikage def beats him out by far.anytime your chakra creates a field around you and it's visible you know you have power and it's consistent

even if he has kurama's chakra pressed..he has still 3 times bigger chakra reserves than kakashi..so naruto..
kakashi even state so himself during their training when naruto trying to make the rasen shuriken
he said naruto would have a hundred times chakra reserves than him without pressing kurama's chakra to leak out from naruto's body and make him go rampage mode.
