I would like to point out a few things... First let me start by sayin you cant exclude the jinks forst the simply fact you have to have nice amounts of chakra to even have a biji sealed in you in the first place, naruto especially if you guys dont rember Yamoto tellin him its not the kyubi chakra that makes him strong but his own that holds it at bay..... Secondly if im not mistaken being able to perform a jutsu is not jus about having the amount of chakra but also the control if yu remember the very beginning kakashi explained it took sakura far less chakra then naruto to produce a few clones. Third about kisame think bout this when yu refill a glass of water you cant put no more then it would hold in the first place. With all that being said i think uzimakis have great amouts of chakra (lifeforce) which has been stated so they top the list in no particularly order then we have any kage you want to name, kisame, all jinks,the3 sannin, and ill also say GUY since no one bothered to mention him i may be wrong but it was also stated he hasd tailed beast level chakr.
