I'd say Hashirama is #1. He was able to fight for a whole day spamming Bijuu-sized techniques against the most powerful Uchiha ever + full-sized Kurama. Unlike Madara and Nagato, he didn't have any OP technique; his Mokuton was good, but he was the reason why it seemed so awesome.

I don't know about who comes after, but it's probably a toss up between Madara, Nagato, Kisame, the 3rd Raikage and a few others.

very true hashirama is a very strong contender when it comes to chakra reserves (probably the one with the biggest).

i actually heard that even without samehada, he still had huge amount of chakra. one of the akatsuki guys said that he had the most chakra amongst all of them, almost comparable to a bijuu.

pain metioned he had more chakra but most of it comes from samehada
