There is no special category like "quantity" for chakra control. Naruto can control the most why? Because he has the most. Don't see how this puts him superior to others.

Kakashi could never master it, (But he was never stated to be the best in chakra control or at having one of the best chakra controls), Naruto got it, via using the Clone jutsu, that enhanced the time it'd take him to master it by great amount. And i already acknowledge this feat.. I just don't consider it to be of utmost chakra control.. but a skill of applying nature chakra to shape manipulation..And hopefully, all this hype of rasengan comes from Kakashi, who hasn't seen the likes of Madara, Hashirama and etc.
