Raikages are better... sasukes chidori couldnt even pierce the raikage's lightning armor... and the 3rd raikage was literally invincible with his armor... sasukes attacks will be negged by raikage armor..

if sasuke had to fight Ay or the 3rd raikage and they were both limited to just raiton, sasuke would lose
