He's not in the top five. Guy is at least faster than him, and he hasn't been shown blitzing people in his battles except for 30% kisame with the use of six gates.

yeah but lets look at his past battle = lee vs gara ? i think hes atleast faster than "jouki boi" .

lee vs gaara is fast compared to the chuunins that he fought. Jouki boy is speed blitzing multiple jounins. And we see how fast the jounins an average jounin is in this pic:

even the sickly chuunin instructor is way faster than neji, who's suppose to be lee's equal. Lee was fast back then, I agree, but he doesn't hold the same speed advantage like he had before because he's up against regular jounins and s rank ninjas. And all the sensei's (Gai, kakashi, and kurenai) were very far away from him, they were with naruto and co upstairs.

Jouki boy is blitzing guys that move that fast, so I'd say that jouki is increadibly fast himself.
