I'll say Zoro. But it's kind of complicated for me to pick. Zoro is more consistently strong willed to me while Luffy can be stronger willed but isn't as consistent as Zoro is about it. If that makes sense.

I'd say Zoro's will to live is more than Luffy's not because he's my fav character but because he has been put to near death situations many times and just refuses to die even when the odds of him surviving are a million to one...also looking back at the lougue town arc when Buggy captured Luffy on the execution platform and about to die Luffy gave up easily and was telling sorry the crew sorry because he was about to die with a smile on his face. I'm sure you all remember it U_U. So yeahh I would say Zoro's will his stronger because of his ambition he refuses to die.

Funny Zoro did something similair when Mihawk negged him , he put away his swords , gave up fighting and accepted that Mihawk would send him to the afterlife with his ambition unfulfilled
