Danzo- Had an one shot technique, but couldn't use it because of plot.
Hidan- Was immortal and had to die off panel- seriously.
Sasori- Only killed himself after his opponents had both prep and teamwork.
Nagato- If the gedo mazo hadn't effected him, Naruto would've been captured.
Hyuugas-Never have 1 shot anyone even though they can.

Yeah Kakashi! He was supposed to master 100 jutsu but we've only seen raikiri which wasn't even perfect without the sharingan. But apart from that he is a good shinobi.

Has 1 rinnegan, The power of shinjuu(after absorbing a shitload of SA chakra) and Juubi(95% complete only missing small portions of 1-8 chakra and yin kurama)... Lo and behold, Naruto and sasuke come in with 50% chakra boost from a post juubi Hagoromo and individually manhandle madara? Makes sense.

A good runner up is kaguya for obvious reasons.

orochimaru takes this. they took his jutsu from him in part 1 and then put him up against top ninja in part 2 ( 4 tail naruto, sasuke) those could have been more memorable fights if we had gotten to see orochiamru actually fight. and then he gets his jutsu back during the war and now he doesn't wanna fight and only uses that giant snake hand justu
