Probably Dragon. I wouldn't put Shanks over the WSS and I don't see Mihawk having two titles.

why? if he can control the weather with haki or a fruit doesnt really matter, you get the same effect with both either way its OP (except if its uranus), controling weather = controling weather and it doesnt matter wether you do it with hjaki or a fruit, the difference would be turning into a dragon, is a big ass creature but the sengoku budha is a big ass creature too, the dragon transformation wouldnt be too OP but he does in fact control weather (from what we have seen) so its equally OP if its haki or a DF

Personally I think Shanks is stronger, but Dragon has more power because of the army he leads. Although Dragon might be really strong I don't see him to be a fighter but more of a leader.

Im going with Shanks just because we have seen nothing from Dragon.
We have seen little from Shanks bu at least we have evidence of super powerful Conquerors.
With Dragon we have seen what might be weather manipulation (which is either his DF or the ancient weapon)

but don't you think Oda is hinting how terrifying dragon MAY be through Garp's hype? Garp is terrifying and so is his son.
