Sakura would be one, but she is the type of character who is fully developed at the very end, because she wasn't that far from being well developed when she started due to her intelligence and chakra control. Your question is confusing because you are asking who you think has been the most well-developed in which I would say no one in the series has been well-developed except Naruto because Kishi dun goofed. I picked Sasuke Orochimaru and Shikamaru, for the fact that Sasuke has developed to where he understands the truth and intentions of alot of people like Itachi and Hashirama and isn't walking recklessly anymore, and Orochimaru is the most smartest person and we now see that he is acting with consideration of Sasuke's will rather than treating all people as test subjects. I also picked Shikamaru just for the hell of it even though we ain't seen him much. In my opinion the three big Uchiha characters Sasuke, Obito, and Madara were not given proper character development by Kishi, it's just loss and the curse of hatred that explained their actions; kinda lame. I feel like this whole time Kishi only cared about Naruto's development rather than making the others feel like real characters we can relate too; we only saw Sasuke finishing a mission with little to no reflection in his life.

I see your point, in my opinion, Kishi couldn't handle all the characters he created showing barely any balance between major characters.
