How does Edo Tensei have anything to do with him as a Hokage? How do you even know he created the jutsu while he was Hokage? How could he have anticipated that others would use it for evil intentions? Do you think he wanted that to happen?

With the academy, Konoha's up-and-coming shinobi became much more powerful than they would have been without the academy, thus boosting Konoha's military prowess.
With the Chuunin Exams alone, he stopped many potential Great Shinobi World Wars.
With the oppression of the Uchiha, he prevented any other cases like Madara, which if he did not prevent it could have lead to a civil war within Konoha, after which other nations would take advantage, once again resulting in a Great Shinobi World War.
Under Hiruzen, the Uchiha Massacre occurred, crippling Konoha's military prowess.
Under Minato, the Kyuubi attack occurred, where many valuable lives were lost, once again crippling Konoha's military prowess.
Under Tsunade, the whole village was destroyed, and most of the population was deceased. What military prowess did they even have at that point?
So, the point is, over the years, Tobirama's creation of the academy, chuunin exams, and the Konoha military police force have prevented many potential Great Shinobi World Wars. Yes, the Uchiha did plan a coup, but that was AFTER they were suspected in the Nine Tails' attack on Konoha (with reason; who other than an Uchiha could have done it?) under Minato's leadership and the Uchiha Massacre did occur, but that was under Hiruzen's leadership; the village was not Tobirama's responsibility at that point, as he was already dead for many years, correct?
Tobirama could easily replace both Minato and Tsunade, unless you can prove that he made Edo Tensei while he was Hokage and not before.I think he's best just on the basis that he stopped the most (potential) Great Shinobi World Wars, while he himself was fighting on the battlefield (his whole time as Hokage was during the First Great Shinobi World War) something that Hashirama failed to do with the First Great Shinobi World War (I blame him, because he was the best around and should have been able to end the war, and he spread around biju like a virus).
What would people like Minato be if Tobirama never introduced the Academy? Nothing, because before what Tobirama did, all that mattered was what clan you came from (even Hiruzen, who Hashirama and Tobirama taught, had a father who was a legend, and Danzo had his father and grandfather both sacrifice their lives as shinobi, something Danzo took with pride, so I guess they couldn't have been fodder)
Not to mention he started that whole teaching thing as far as we know.
He taught Hiruzen, who taught Jiraiya, who taught Minato, who taught Kakashi, who taught Naruto.
