Might be Hashirama....a Kage is more than just someone who is the local badass....Being the leader means doing what needs to be done for their people...Hashirama opted for peace treaties via tailed beast sharing in order to keep conflict from his homeland. He also had the whole inspiration to the next generation with the Will of Fire. He could have easily just used his power as well as the tailed beasts to lay waste to opposition....but this would have still caused the threat of constant plotting to take down Konoha so he opted for a methode that would try and help bring peace to Konoha.

Kumogakure : 3rd Raikage, then A... but then again we only know 2 raikages so lol to that.
Iwagakure : Muu... a tough one.
Kirikagure : 2nd mizukage, she uses 3 elements and can combine them. i think it was 3 or 4.
Konogakure : Hashirama... then most likely Tobi, then i'd hand it to minato. hard to say if sarutobi should come next.
Sunagakure : Gaara, he managed to beat his father who was the previous kaze.


i guess if we're talking about against all of the kages that ever lived.

Hashirama would be the very best, it was mentioned that he tamed all of bijuus as if they were pets.
then i'd hand it to the third Raikage. I mean, he stood up against the 8 tails by him self and stopped its rampage.
no one killed him, he only died because of fatigue.

thats almost the same as Hashirama. Hashi wasnt killed, he most likely died of fatigue as well.
