Nope
Its capibilities
- infrared vision (chakra network view)
- telescopics view ( up to 10km)
- 359 degree vision for 50 meters I believe
Here is the actual capability that people are arguing over.
- The ability to see the oppenents begin to move their muscles and using that ability, a experianced user can predict how they will attack.
This is the movement prediction ability of the byakugan.
It is different from the sharingan version. The sharingan version actually has the user seeing images of the persons future attack.(see VOTE fight)
Usually the prediction ability of the byakugan was most used for ninjutsu prediction(from my memory).
Whether neji can react to lees movements, is another story. But he should be able to predict them.
I could be wrong, and I certainly dont have the scans to support this at the moment. I may or may not go find them later.
Either way my opinion is thus:
Neji wins if he can strike and block lees gates chakra point(or any other major chakra point), or if he can turn the fight into a long drawn out fight.
Lee wins if he can get repetitive attacks past nejis guard. And if he can avoid getting chakra points sealed off, and make the fight a short fight.
One thing to remember about the gates, is that NORMALLY after usage the person becomes weak and vulnerable.
The 7th gate, just one gate above the 6th(the gate lee is capable of using), leaves the user unable to move much, and causes them to be in intense pain if they are lightly touched.
So my point is that if neji can survive lees gated assualt, he should be able to win the fight from there.
So in conclusion, the fight is very even and balanced. I do not see a easily clear victor.
