Yeah they are the strongest, just have to absorb some Hashi DNA and put one's body to a terrible limit to get stronger than Tsunade who is just built like that.

-_- how stupid, a child's answer Dnt matter how power is gained power is power . You trying to belittle them is only a child's thinking. No matter Wat, they are stronger grow up and learn something stop following other people . No way surprised at the stupid ones who chose Tsunade and gave gai and madz handicaps . Naruto even stronger then her now

as every character uses chakra to enhance their own physical properties we don't have to disqualify anyone because of it. that means even if they use things like sage mode or gates they shouldn't be held out. so going by things we have seen by feats, i can easily say gai is the strongest as he was able to punch madara threw the ground for what seemed like a mile. i put naruto next because he not only gets that extra strength from senjutsu but he is further augmented by bijuu chakra thats buts him above others in that regard in my opinion. then you have tsunade/sakura and Ay. i woul put madara in here but we don't have any feats for him with strength.
