No its not, because it is not automatic, he has to concentrate the chakra in her finger. It doesnt happen without her thinking and acting upon it.But she does do it very fast which is why people think that is her base strength.
But I do agree that she is the physically strongest from the list the thread maker put out.

If Tsunade didnt concentrate her chakra in to her fist and punched someone, she would not break a single bone on the opponent. Meaning that it is not base power rather a technique that she uses. But when she does concentrate that chakra she can punch the hell out of the enemy.

That's is not hard to do when you trained in martial arts. You can do that in real life with long practice. In real life Shaolin Monks can break iron bars with their hands and head or throw pins through a piece of thick glass and pierce the glass.

Show me the proof, I am interested in seeing that.

He practically blew a blood vessel trying to out power her, while Tsunade was there like "this is it? This is all you've got?" Even Madara stated in the MANGA that Tsunade was stronger than the Raikage and that the Raikage only had speed over her. Manga fact.

I swear I feel like I'm reading a different manga from everyone else. :\
