Minato. He already defeated Tobi in a battle of speed. Tobi has the better s/t jutsu, but Minato is more skilled with his hence why he defeated him.

Since Tobi's S/T technique doesn't require seals, I'd say his is the best.

Well Tobi's might be better, but Minato's is more useful in a fight because it is faster. In a battle Tobi's teleportation (not the phasing thing) is kinda useless because it takes time for him to teleport thus leaving himself open for attacks.

Well Minato's seems faster but he can only move to predetermined locations. Tobi has been shown to space time to many places that don't appear to have seals on them.
