Shisui's is literally the best one if it's not in cool-down. Why do you think it has a 10 year cool-down?
I MIGHT second Sasuke after that, we haven't seen his EMS at its fullest. We've seen what Madara can do, but Sasuke will probably end up surpassing Madara?
Tobi's is cool too. His can be combined with other attacks as you saw from this new chapter. It all depends who the user is too.
