Yeah, I could totally see Hiruzen waifing on protecting an allied nation.

Do remember Hiruzen didn't really become the "hokage" straight up after Tobirama's death. I'm pretty sure he started acting as the Hokage when he grew up a bit more, they probably had some council or something that could've been encharge of the village. I can't see Hiruzen having full responsibility of Hokage right after Tobirama's death.

Hiruzen admits he didn't carry out Tobirama's will and from what we know of the Uchiha Massacre; Hiruzen waifed on decisively putting an end to the premature stages of the Uchiha's coup.

The basis of the Uchiha feelings were from the actions of Tobirama: Keeping the Uchiha as a police force in order to keep a close eye on them
Separating the Uchiha from the village (isolation)

And then those feelings got bolstered when the villagers began treating the Uchiha like shit when the Kyubi attacked, even though Danzou (who was trying his best to act according to Tobirama's will) didn't allow the Uchiha to help protect the village, thus making villagers suspicious of the Uchiha.

Reading the Wikia on the Kiri village, according to the Databooks, the Mist Ninja were suspicious of people with KKG due to their efficiency in war. Recall that the Uzumaki Clan were known and feared for their powerful Fuinjutsus. Also recall that the Mist wiped out their own Yuki Clan (Haku's clan) who had Ice Release, and Kaguya Clan, who had Shikotsumyaku. With the Mist's prejudice/fear towards people with KKG and OP jutus, and the proximity between Mist village and Whirlpool village, we can assume the Kiri were responsible for wiping them out.

Kumo would've kidnapped and tried to learn the secrets of their jutsus. They did make an attempt to kidnap Kushina for her Uzumaki traits and Hinata for her Byakugan. Iwa is too far away and they would have to cross the Land of Fire to get to the Uzu village.
