Tsunade by far, imo. She’s a much better written character than Sakura. Sakura is basically a watered-down version of Tsunade. She has no unique technique that stands out from her sensei. Her backstory lacks depth and her character development was handled poorly. Tsunade, on the other hand, received much better treatment despite the fact that she is a side character. Kishi portrayed her to be a strong woman. Not just physically, but mentally as well. She overcame her fear of blood through her will alone and she isn’t afraid to stand up for herself, as shown when she spoke up to Madara after he trashed-talk her. All of this conveys the scope of her mental fortitude, and this highlights the amazing transformation she has undertaken, considering her bitter past. Now, compare this mental strength to Sakura’s, who always let her emotions get in her way, even in times of war when she carried the weight of the world on her shoulders. Not to mention, her character revolves too much around Sasuke. She's the typical female character... the cute, innocent girl who always fall in love with the the cool, bad boys. This makes her character cliche and boring to follow.
