Who comes up with the names for techniques??

Those names are refrenced from the japanese gods in japanese mythology... That inspires Kishimoto with all these techniques... like amaterasu, Tsukoyomi, Susanoo, Izanagi, Izanami, and others.

No dude. No one made the names. Kishi makes them up, that simple. Itachi just calls it Tsukuyomi because that's what it is... Tsukuyomi... >.>

i bet he did. in japanese it means spiralling sphere, which makes sense, so i bet minato did name it.

A lot of Kishi's work is based on japanes mythology. Ametarasu, susano'o and tsukoyomi were gods in japanese mythology. Jiraiya, Orochimaru and Tsunade were also gods in japanese mythology and they even had the same story line as in the manga/anime. In Japanese mythology Jiraiya was a toad sage who fell in love with tsunade and fought against a nemisis called Orochimaru
