Darui did against Sasuke at 5 kage summit. He did a water jutsu and a lighting jutsu at the same time.

Kakuzu through his extra hearts+ earth grudge.

Gaara can use multiple jutsu as once most of the time offence and defensive.

Deidara's whole arsenal is basically a hybrid jutsu. He uses earth release and explosive release at the same time to make his explosive clay.

Nagato and his Six paths pretty self explanatory.

Sasuke used Chidori and and Amateratsu when he had his last clash with Naruto.

1-4 hokages used that barriers and made clones at the same time.
Tsunade is always using her jutsu that makes her look younger and still uses any other jutsu till she is out of chakra.

Kakuzu's hearts basically function as clones and Earth grudge fear is always active, I don't think he can de-activate it.

His sand defense isn't a jutsu and can you show an example of him casting multiple jutsus at once?

He uses explosive release to detonate, and earth release/kkg to create the bombs, that's not the same as what I'm asking.

That's basically clones, but do they ever use their paths at once?

Honestly I'm not sure, it's difficult to tell with Susanoo. Did the Susanoo appear holding black flames, or did it summon them as soon as the susanoo was formed?

whoever having 4 hands can activate 2 jutsus at once,
for ex, madara's inperfect susano have 4 hands, so madara can use it as his extra hands and cam activate 2 jutsus at once

But he does have to use susanoo prior to use TS "The user weaves three hand seals simultaneously between himself and his Susanoo"

The mask are also already active. The reside within his body ready to come out. The creatures are literally apart of his body.

If you're looking for someone who can activate two jutsu at the exact same time your best bet is Kakuzu. Everyone else seems to not fit your requirement.
