Pretty much anyone kage level is capable of it, beasts are much easier than jinks for the most part. Just look at the three tails, Tobi and Deidara had next to no problems with defeating it. Only the seven, eight, and nine tails would be dangerous enough to require upper tier kage levels like Naruto, Sasuke, Kabuto - any main character that's been shown to be OP by feats or otherwise.

No one on that list is capable except for the 3rd raikage and Naruto. Like everyone else everyone who is kage level+ can solo them. Hachibi and Kyuubi would be for the guys like minato, tobi, naruto, nagato, madara, hasirama, possibly itachi
