Suigetsu is probably the only one who has a chance at even fighting effectively underwater, but he would not win, Kisame is in his zone/environment there and he has major advantages as it is his own jutsu.

Maybe someone with lightning jutsu? Kakashi with Chidori perhaps..

Second Mizukage hands down !!! he's from the same clan as Suigetsu so knows all those jutsu's + clam summon + crazy genjutsu and then there is even that JOKI boy jutsu he should be able to murder Kisame..


and I'd say Tobirame who's the greatest suiton user ever known.

and Suigetsu since he can become water himself it should be impossible to find him in there. and to counter kisames sharks he has that water summoning as well

Kisames arsenal isn't just absorbing.. He has summons and water jutsu. Gai is pretty fast but so is bee and Kisame handled that fine. Gai can't see under water and wouldn't know where to attack.

How about Tobirama, the 2nd?
He has some sort of teleportation, can use edo tensei, and Water style.

jutsus which is pure taijutsu moves something kisame can't absorb
gai is kisames worst nightmare and maybe if development lee
