EDIT: I was thinking maybe someone with leveling transformations like Madara (Final Susanoo), Naruto (BM) & the other Jinchuuriki so one-two steps will move them out of the water.

Hanzo's speed is unrivalled underwater so that would be an advantage facing and his mask probably lets him breath under water. He is a definite candidate

Itachi using susannoo would just be wieghed down to the bottom and would then proceed to kill him. Naruto could do it and maybe even bee if he felt inclined to use his full power which he did not in his fight(bijuu mode). Also sasuke and pain could probably work it outas well as Oro. Iam just naming ones I know for sure could beat a full power kisame with sword. Their are probably more.

Gai fought him in water back when he had samehada, he didn't do as good but he didn't use his ultimate move either, probably because itachi was. There and he would copy or counter it, but gai has a shot
