When Kisame and Bee fought the first time Bee didnt want to go full beast because he didnt want his brother to find him.....and Bee had to save his friends

And if Kisame wants to go ahead and let Samehada absorb 6 Tails worth of chakra bet on Samehada changing sides

Suigetsu can't beat him. Of course he's the water himself but Kisame would drain all of his chakra. That way he can't turn into water and die.

Sasori and Hanzou could beat him with poison but not sure, Tobi could if he can pass into water and does sneak attack, but kisame is also fast underwater.
Not sure if he can absorbs BM Naruto chakra or not, but Naruto with kyuubi replica chakra shroud would give him trouble as naruto didn't have to breathe underwater.

Guy doesnt have a chance if kisame fused. 8th gates would also kill himself aswell.

No, lightning doesn't have much effect against lightning user. That's why Darui's attack didn't work on Sasuke and they were able to conclude that Raiton is Sasuke's affinity.

The only person I can really think of is Danzo, he can bring himself back from drowning/deaths with his limited Izanagi and might be able to alter the water around him using his wind style, but I cant really see a way of him hitting Kisame with a hard tech.

BM Naruto would be ok if he could get over the drowning problem, he would definitely convert Samheda like Bee did as his ninetails trumps the eight tails.

Hanzo was considered unrivalled for speed underwater, but speed doesnt always win a fight, not much was mentioned about his overall combat ability.

Orochimaru? He can spawn himself when dismembered so I wonder how it would work whilst drowning, Oro is generally fairly solid to take out, you can smash him about like a rag doll but he can easily tank it out. I imagine Oro would be the sort of guy to catch Kisame out with something nasty, despite being at an environmental disadvantage.

Yeah, I agree with the Suigetsu part. He's great and all, but not Kisame level. Those are the only twho wo can survive that long under water. I mean, water jutsus are how Kisame rolls. Take that away and he's crap
